Counter Strike mod by Serial Killer
CS mod by Mentos[PL]
SCS v2 by Mr Khan
Soldat Source by Papasmurf
Ultimate CS mod by BManx2000

Take your pick.

I'm not talking about weapon skins and stuff but about how much damage, what bink, what speed, reload time, etc. ...

Bink, speed, and damage you obviously can't transition from CS to Soldat, the reload time/ammo count/all that crap you can do yourself EASILY with simple weapons.ini editing.
