cheating, not allowed weapon

what causes the "[name] kicked for cheating, not allowed weapon" thing to happen to my server? is really weird cause it didn't used to do that

getting a weppion you cant have
eg: getting randbow in a non randbow match or a notallowed weppion

It started happening to me again just this morning on my server.  A server restart made it stop  [Bravoguy]
