Problem running a server (ping 9999)

hi guys i am trying to run a server, already did a static IP and forwarded the 23073 and 23083 ports (also checked with the program and it tells me they are opened) but still seeing 9999 ping and cant join (i can only join using 127.0.0.1) what do i do wrong?
just to add i am using the COMODO internet firewall is there anything i need to do there to solve this problem? (tried to close it but doenst help)
i attached a pic of the soldatserver file opened so u can see whats going on there a strange thing is that it shows that my ip is 0.0.0.0 what that means?
i already did a static ip set it to 10.0.0.130 instead of 138 at the end...
any help would be appriciated TY

Try start your server with parameter
./soldatserver -b your_ip -p 23073

it still doesnt work when i do that with ip 10.0.0.130 (thats my ip4v should i write something else??) which ip should i write my external IP or the ipv4 (that i get when i do ipconfig in cmd)

are you sure you've opened 23073 UDP, not TCP? Can you connect to your server with admin client from outside?

i opened both TCP and UDP just to make sure... but doenst help.. and what u mean by "admin client from outside"? i can join from 127.0.0.1
sorry for being a total noob im new to that aspect...
btw when i do what kicikici said with the ip 10.0.0.130 (thats what i did for static ip) suddenly all servers show ping 9999 and i cant join none of them, not even my server with 127.0.0.1 but when i start without anything special i can join with 127.0.0.1 but at the soldatserver cmd it shows to me ip 0.0.0.0 port 23073

Visit http://www.whatismyip.com/ and use that ip instead of 127.0.0.1 for the admin connection. Does it work?

the ip i see on http://www.whatismyip.com/ is the ip the server shows for all people so thats what i am trying to connect and it wont work...
btw today i tried to start it and though i saw 9999 ping and could only connect with 127.0.0.1, other ppl could join, there were 4 ppl, but for myself it shows 9999.
what could that be? could it be only for me or maybe some ppl can join and some see 9999?

If I remember correctly I think if you are running the server off your own machine and trying to join it also, its better to not use the default server port as that causes issues. I would try using a different Port(in the soldat.ini settings for the server you can set the ports.) and make sure you are definitely forwarding the port's correctly on your router.
