its irrelevant. Unless something's gone horribly wrong with their anatomy, that muscle has no hinge to bend (see: arms and legs) so it can't be doing the pulling, they've got to be just yanking on their dicks and hoping they don't rip.

Is true. I don't feel like making my case with pictures and everything.
Just trust me, there is no muscle in the penis. There is small amount of muscle around the internal part of the penis. Even if it well developed it can only move the penis an inch or two and thats only when erect. No matter how hard you try, the muscle on the inside of your body can not move the outside part of your penis unless your erect.

Like I said, its a fetish for getting their penis pulled on.
