When is EXACTLY the best time to create a clan, not a time crossing with school, etc.?

best thing you can do is only get people in your timezone so you can all schedule together, split up the work and hope for the best.

Create a clan when you have 2-3 friends That WILL join, Other then that, you want go to well.

Im guessing winter, because of people staying more indoors.
But any time will work, as long as you got dedicated people to be co-leaders and help you manage things.
