oh i know what that is.... i forgot the name for it
the creater for the mod is Serial K!ller
ask him for the download link ok

Only the explosion (http://www.denacke.net/matthi/skmods/explosions/neonring.zip) is from me as far as I can tell, I don't know the interface but the square sparks/blood make me think some parts are from the cell damage mod.

I just remembered it was lost when I reinstalled Windows. You can PM CrayAB for his modified version.
