Isn't speex or something already in soldat? (The speaker-y icon)

in my opinion it is not needed really.
if you want competitive matches you will obviously use TS or Mumble, and i doubt it will be fun playing on a public Server (where tactic is less important) to hear 10 guys screaming arround at the same time.

Believe me, you do NOT want to hear what public server players have to say.

If it won't cause lag we can give this a try. Option to disable this both for global and team. Admin command which can disable voice chat for specified player would do the job.
