Title: Perl REFRESH parser

I'll add it to the wiki in just a sec. http://devs.soldat.pl/wiki/index.php?title=Refresh#Perl

Notice that it only parses the REFRESH format, not REFRESHX. I might add REFRESHX support sometime but for now this is useful enough for proof of concept purposes and simple things.

And since it's perl it can most likely be reduced to half its current size, but I'll leave it verbose and heavily commented since I know most of you hate perl and the least I can do is explain how it works.
