Server Ping at 9999 and No One Can Join

When I make a dedicated server now I get the problem mentioned in my title. Does anyone happen to know what causes this problem and how I can fix it? Please respond ASAP because I've been wanting to make a server for a while that people actually can join. I think the problem also happens when I make my server non dedicated. Here's a screenshot showing exactly what it looks like. Also notice many other servers have the same problem. My server is the circled one.

You need to forward the required ports, as described in the sticky at the top of the forum.

Well, it's strange that this problem decided to happen now since I've been able to make servers before, even in 1.4. Maybe it's another problem?

Edit: Well, I did use the Soldat Connection Tester and these were the results I got.

It means your ports aren't forwarded; forward them as described in the sticky.

Look up your router model at Portforward.com. If it ain't in the list a Google search might do the trick.

The ports you need to forward are 23073 UDP, 23073 TCP, and 23083 TCP.

And also game port+123 which is 23073+123=23196 in your case. (ASE port, UDP protocol).
But you already forwarded this. Just thought I'd add this if someone finds this topic via the search function.

The IP adress it gives me as a default to access my router settings brings me to "page cannot be displayed." Where do I find out the actual IP of my router?
