Poison script suggestion

I was just wondering if it was possible with scripting to inflict, lets say, 2 damage per second to the winning team, and have "poison" based deaths count toward the opposite team.

I don't own a server, I just figured that this would be a good server dynamic for those who do..

Its definitely possible, it would probably borrow code from Hexer's Warstandard script, specificly the part that heals your allies. This could be interesting for TW, like a Mustard Gas attack that lasts maybe 30 seconds, and takes away half health.. so any soldats that are greatly injured could potentially succumb to the poison.
A lot of cheap tricks, but no real skill.
