Commands to server via www/php

I don't know I posted this topic in correct category

I have connected with server using fsockopen() [PHP]. Later I have sent adminlog and REFRESH. If I am logged in, can I send to server any commands, ex. /kick #? If yes, how? Maybe I mustn't send REFRESH to do it?
