Map&Server Stucked

I have a problem with one of my public CTF servers. I tried to shutdown and open it again many times, but i couldn't solve it. I will try to explain the problem: I see the map's time countdown for 5 seconds and come back to 10 min. (I mean the time never exceeds 9:55) I can't change or skip the map and because of the time stucking, server never loads the next map. And my main problem which is more important then changing map is; nobody can enter the server. Can I solve this problem by admin console? At the moment, I can't reach neither the owner of the server nor the autorized person of the server company which we have rented from. And I only have admin console to solve the problem. what is your mapslist set to and what is Loop_Maps set to in soldat.ini?

Maplist is standard (I mean I didn't add or remove maps) and Loop_Maps=0. But I'm not the server. I only use the admin console and I never load maplist.

Edit: I don't think it is a problem because of me; how can I do this by only ARSEE :/. And I think I need to reach the autorized person of the server company for solving this. I tried everything that I can do by ARSSE, but I can't solve it.

That combination of an empty mapslist and loop_maps=0 is your problem.  you need to have the owner add maps and enabled map list looping, otherwise it will do exactly what you described.
