If you have a decent image editor i.e photoshop, Gimp, Paint.NET, you can go file> save as, change it to jpg and when you go to save it ,you can choose the compression.

to attatch it to a post, go to photobucke.com, create an account, upload the image then click the text under your image that says 'IMG code' and paste it into a reply.

EDIT: or you could just reply using the reply button (not quick reply)

And at the bottom of the text box click additional options, and attatch the pic.
