trying to install script..cant why? any solutions?

i added a scripts folder in my script folder in my server but.. when i try to use the script to activate it,  nothing happens why? or do i not know how to activate it properly? [retard]  i am new to this since i installed a D.S.  [retard]

and that scripting=1 in server.ini
