for me it would have to be:

Gimp > Paint.NET when it comes to general image editing

Paint.NET > GIMP for drawing stuff from scratch

Paint.NET for Soldat modding

paint.net is more like photoshop, it has a better layout, but in terms of features  they're about matched.

I use both. Gimp for animated gifs, paint.net for anything else (unless it needs to update, that takes fucking forever.)

Mine updates really fast, maybe there are more servers basd on your location or something? Also I always use betas.
Anyway, Paint.NET is more intuitive, it has a really cool selection system, good for pixelart and sprites in general. Also there are lots of plugins that can expand the way you use it. Its all about improvisation. I have Gimp on my Ubuntu install but the multi windowed interface is annoying to me. Also its ugly and really is good only for people who spend loads of hours on image editing. And more than half of em are using PS.

Good thing you left Photoshop out because Photoshop beats them both hands down.

I don't know how you could pick one of these over the other. They're essentially the same except for the interface.

I prefer GIMP to PdN. I use Gimpshop actually since I've gotten too used to PS to be arsed with the multiwindow crap.

'Good at creating stuff from scratch' has nothing to do with your tools, whether you're using PS/GIMP/PdN. Stop making excuses for yourself.

I vote Gimp simply because as far as I'm concerned, it has more features. The deciding factor in my vote was that I used Paint.net for several modding attempts of mine, so I can't say that I haven't ever used Paint.net; thus I voted #3.

Paint.NET for me was much much more easier to learn to use, and made it easier for me to learn how to use photoshop.

Im not makin an excuse for anything..  I am more used to Paint.NET so its easier to draw stuff with.  I chose GIMP for general image editing because its very similar to photoshop, since the immediate features are very photoshop based.

I see. I don't really have a reason to be against PdN but to me it just feels like such a poser piece of software.
