Styrofoam is pretty cheap and really easy to form, just get a big enough block. (and cut airholes, or not...)

I can tell you from personal expierence that wearing a costume is much more boring than having someone take either tape or toilet paper and completely wrap you in it. To the point where it gets a few inches thick. Once you get to that, have them spraypaint you brown and put on a mask.

That pedobear head looks more like a pig than a bear because of the coloring.

So what are you gonna do, chase kids in the middle of the night and hope some 4channer police arrest you?
