keyboard help

A friend of mine is having keyboard trouble. He can't make a "?", but gets a É instead, could this be a language problem or something?

I've seen that before, but I don't remember how to solve it....

Is he using a Mac or a PC? 

Cause I think the region settings for your keyboard on a Mac can do that.  In the top right hand corner there's a little flag to show which region your keyboard is currently set for.  If it isn't English, then that's your issue I think

My grandma got so confused by that and she got mad at me when she called me and I started laughing...
OT: make sure that he hasn't changed the keyboard layout/language of the computer at all. Does it work with other keyboards?

Go to "Regional and Language options" in program files. Click on everything and revert it back to the language that you want to use.
