Graffiti is writing your ugly name on the wall
The only problem I have with that system is that it socializes everyone's property, such that the population can vote on whether it may be defaced or not. Even if the graffiti is crazy artistic, it's still property defacement and the owner of that property has the right to refuse it.

I think any form of graffiti done without permission is strictly considered vandalism and should be reported to the relevant authorities, whether the artwork is well done or not. It is only considered a piece of art or decoration if it is accepted by the owner and the artist is given permission to do so. If the graffiti is to be removed but perhaps its nicely done, it might be a good idea to photograph the work.Personally, I don't like graffiti, but I'm okay with it as long as it isn't done illegally or without permission.
