Low Fps !

Before Soldat 1.5( i mean soldat 1.4.2) my fps was good,when 1.5 reached i had some access problems.Then i updated my drivers and now my fps is 9...
Video Card  : 650/740 , 32 Mb (ROFL!)

how can i fix it? ( except buy a new pc :0)
