some wagoneers could just rate 0 out of spite.
Currently, the best way to find adequate maps is to look at the number views. The rating system would fail, since the goonies will just rate their own and their horde members' maps higher than those of a newcomer or of someone from a different alliance.

what if topic authors could not rate their own topics, and each user may only rate the same topic once?
