Not that it makes it much less stupid, but I think what they were really saying is that pizza constitutes a 'serving of vegetables', not that pizza is in fact a vegetable.  That said, I still think it's a ridiculous decision because it lets pizza replace a vegetable that would otherwise be in a school menu.
