I don't get what the problem is. ???
It would be toggeable. So if you don't like it, just don't use it.
Not to mention it shouldn't take a lot of time for a developer to code. So it's not like it would waste your time.

I'm under the impression that the reason that makes you question the usefulness of this idea.
Is just that you are not interested in soldat speed-running.

Sure, you can play the game at a very high level with just "basic" movements (it'll still be better than every public player).... But, it definitely gives you an advantage if you know how to move.

If you think that speed running doesn't work in competitive matches? well, it's good enough for gathers, and with time it's gonna work for clan wars (if soldat lives that long)....
Anyway, so, this is what running may look like in an actual game http://www.youtube.com/watch?v=nlc9pLI40K8
I'm not too great at running, and this was all recorded in about 4-5 gathers from 1 night. So yeah... running definitely have some space in soldat.

Not really... it's about evolving the game.

haha you rely on drifting / sliding on rounded / inclined polys too much. That is skill definitely from learning the maps, but until you start doing more flips and rolls you'll make the drifting pointless because you won't have speed. The part on Division wasn't too bad when you got the flag and capped it, but you coulda been faster than that. I'm not a "speed runner" I just have been playing CWs for a long time and like you, have learned how to move on maps to my advantage.

Like the others are saying. You don't need a meter, you need experience / skill

on division it was from a standstill due to defending.... unlike normal speed running, while running in a match you need to actually stop and defend if needed.

you do need a speed meter to know if you're going fast enough or not. That has nothing to do with experience/skill.
