I want add new characters to baka admin

Hello guys you know I'm turkish so I'm using our characters; ğ,ı,ş,ç
I want add them baka admin cause when I typed them, players see them as "?,?,?,?"
How can I add them?

*But just for baka admin, not in soldat, in soldat; it is working.
I'm typing them on soldat and they seem normal. I'm typing them on baka but they seem ?,?,? (I see them ? ? and players (who is in soldat) see them ? ?)

If I remember correctly there is some issue in the communication on the admin protocol - some stuff like character encoding not being standardised. If what I'm writing is true then achieving what you're asking for won't be possible. It's more than likely that I'm wrong, though.
