It's in the Soldat external setup, or you could find the "Clan match" line in soldat.ini, and change it's value to one.

Keep in mind it only comes into play when you're the one hosting a server, as it is a server side option.

Which is why even if you don't have clanmatch on, some servers tend to turn it on. Usually the priv scrims from my experience.
