Well. First off there's the two forum sections:

And then there's a very good site called Soldat Mappers League.
http://sml.u13.net/

You could check them both out. And when you've downloaded a map (look for the download link..) just extract it into your Soldat directory.

Practice. Lots of practice. There are tons of guides at the Soldat Wiki. Please check there before asking more questions, as it most likely already answers them there.
