I don't know the software for modding.If anyone could tell me what or where it is, I would appreciate it.Don't bother telling me how to mod.I can figure it out.

Any general image editor will do, like Paint (which you can already open up the graphics with, since it comes with Windows), The GIMP, Paint.NET, GraphicsGale...

I myself use a combination of Paint and IrfanView
