Have you tried editing the font config settings? It looks to me like you are using a corrupted font set or something.

Post your font configuration settings.

Turn on video compatibility (in soldat.ini set Compatibility to 1 or run the Soldat Setup program and check the box), it looks like your video card doesn't support the new font system.
