That's actually simple:  ALT + letter or ALT + non-keypad-number already has a taunt binded to it.  ALT + 4 makes you do /victory which is the victory screech.
Use this program by selfkill to customize your own taunts:

(If you're registered you have to open YourName.txt in the soldat\profiles\ folder in the taunt editor to change the text.  The rest is self explanatory.)
