I am having issues with ARSSE, in that I when someone types !admin, I am notified only by a pop-up, yet no sound or noise, which is supposed to occur, simultaneously as the popup. Therefore, my reaction to an !admin call can take some time, which is rather frustrating.

Help would be greatly appreciated.

The !Admin command is preformed by a script in ARSSE's IRC Bot Console.  Either something is wrong with that script, or, sometimes you won't hear a noise because the program you are in is high priority (Games and things tend to cancel out background noises).

If you copy/paste the script I'll be able to tell you which, or how to fix the script if need be.
