Well, the speed also changes the amount of pain inflicted onto a Soldat... you just need to keep testing out the weapons on bots to see their strength.

Thing is, damage is based on both the power level and the speed of the bullet. Which means a spas shot, which moves slow but kills at close range won't might not do nearly as well at long range because it loses speed much faster than, say, a barrett shot. So, if you want a consistent 6 shot kill, set the speed really high and screw around with the damage values, because with a high enough speed level, it won't vary enough to make a difference.

Of course, you also have to worry about whether you hit them in the head/feet/body ect. So no, you can't have a gun that always kills in 6 shots.

*EDIT* Oh, check out the fan apps section; if I remember correctly Avis made a program to help with damage calculating.

*FURTHER EDIT* It's here, but I'm not sure whether it can help with modded weapons, or just the basics.

Assume you want a weapon with 260 speed and 5 headshots to kill:

X * 1.15 * 260 * 5 = 150 000 (5 shots should be just enough for a kill)
Y * 1.15 * 260 * 4 = 149 999 (4 shots should be as little as possible away from a kill)

X = 100,334... = 101 (should kill, so round up)
Y = 125,417... = 125 (shouldn't kill, so round down)

The weapon should have between 101 and 125 damage. However this assumes you're standing still and shooting a foe from zero range. The speed drops of as the bullet travels.

I get the feeling that this entire concept is largely beyond F_A. Though, now I know the general formula for damage. Yippee.
To sum up my point: We had a multipage debate about toilet padding. (Putting TP in the water so you don't get splashed.)
And we still don't know if dead guys can keep a stiffy.
