Bitmap editing

I'm uploading images from my scanner, and I need to know if it's possible to change the bitmap size so it is suitable for soldat? I want to make a hostage gametype and this server is going to take place in the american clothing store, "Pacific Sun" so is there anyway to change the scanned image to a like 24 bitmap image? Or if for the gostek 8 bitmap?

couldn't you use almost any imaging software? adobe's good if your a pirate of the great blue, or just have a trial version.

save the image as PNG.

most editing programs have a resize button and u can expand/shrink it as much as u want wone i know for sure has it is paint.net and its completely free
