Maybe you could create another user, make it an administrator, and log in as it and try modding the folder from there?
If that doesn't work, you might have to hack at the windows filesystem. Maybe boot a gparted livecd and mount the partition or go into windows' recovery console (option at boot with windows install dvd, iirc), and delete the folder if you really don't like it being there.
Wild guess: if the folder is not owned by your administrator account already, are you able to claim ownership over it (Properties -> Security tab -> Advanced -> Owner -> Edit)?
Edit: I just tried doing the same thing myself (under an administrator account; UAC disabled), and I could simply edit the security settings again to untick the denied rights. Dunno why it wouldn't work for you.

I set permissions for a particular folder for administrators to deny for everything (now I look back on it and hit myself repeatedly) and I can not change permissions, delete, enter the folder or anything. I have a feeling I could use some kind of program, as the SYSTEM's permissions are still allow.I really need to either rollback these permissions (preferably not system restore or formatting my hard drive).Any ideas?(Occuring on an Acer aspire 4315, with Vista home basic)

If it's stuff that you're okay with being deleted you could try Unlocker.
