If you have router, try resetting it.There should be a button somewhere around the router, usually in the small hole. Press it for few seconds and you should see the router's lights changing and coming back to the usual state. Then your router is resetted and the ip should have been changed.
i think its a ban for life not only 24 hours. and how can i contact him? i dont know where 2 find?

If it'd be permanent then It would say : Temporary Ban (0 Minutes)This ban last's for 31 days ( One Month ) Just wait for 31 days and you will be unbanned automatically.
You could check rr.soldat.pl and see if there's any website specified with the at the server.You could try and enter the ip-address in your browser and see if they have a website running on same IP.You coud post the name here and ask.

In fact most afaik most DSL/cable connections all use static IP's that might change like once a year or so, but not more often. That's a good thing, else banning woudn't really help anyone.Just post the name of the server, maybe someone knows.
