If you type /unbanlast command two times, It will unban only last.

Example; I typed /unbanlast command two times, it unbanned same IP.

But If you type /unbanlast command two times, It will unban last two IP.

Uhm, that way everyone can use it. Use OnCommand intead of OnPlayerSpeak and change result to true.

Exactly what I was thinking, but decided not to post it (my wording was confusing )

I also suggest a shorthand /ubl & /unbl.

I took the liberty to tweak it a bit and also updated it to work with HWIDs and added a couple of lines (which I ended up commenting for security reasons ).
