i need a script to let a player -which is of course connected on my server- say something specified by me.

You want to force a human player to say something what you decided?
Not possible due to the obvious things.

If you mean bots use: procedure BotChat(ID:Byte;Text:string);

nah i use it for bots but i could define it via arsse
there should be a command

As it was mentioned, you can't force normal player to say anything. BotChat() just fails on regulars
