You can resize the polygons by selecting them all, holding ctrl and dragging from one of the grey points that have dotted lines inbetween them. In the objects tool menu you have a gostek preview which can help you gauge the necessary size of the map. Simply select the gostek and place it near the objects you want to scale.
if you want to keep proportions, select all (ctrl+a) and then hit "A" to stwich to the resize-tool. Then in "Properties" window X: __% and Y:__% options should pop up. change them to whatever values fit you.
The x,y refers to the actual size. Always after selection it will switch to 100% (current size) so i dont really know what you mean by standards :d Think that might help you would be staying in 100% zoom as often as possible, so you get used to the map size <-> ingame size. Also you can turn on grid in options and use it as a "ruler". The gostek thing monsteri mentioned could help a lot aswell
