Respawn Time Trouble

I have a dedicated server and when I type

/respawntime 4 and /maxrespawntime 5 which are the settings for SRL it does nothing and the respawn time is like .3secs

How do I fix this? The admin program is recognizing that it is changed but it doesnt actually do it...

And maybe someone could tell me how to change server messages when someone enters?

Eh, just make sure you're admin in the server.

The server messages have to be changed from the file soldat.ini, under the section [Network], there's 3 lines, one for each welcome message:
 Greeting_message=
 Greeting_message1=
 Greeting_message2=

or something like that....

Also, make sure you test the respawn times with people on the server; if you are the only person it kinda does funny things.

Well when I add about 5 bots or so it seems the respawn time goes up. But even then sometimes it still is about .3secs...

And I am positive I am admin because the server is recognizing the change but doesn't actually do it.
