When you create a map you can specify a number of bots in map settings.
Because maps are big, small and medium sized.

Like other games like UT2004.

If you want some bots on the map, then add then when you start the game. Or if you want more complexity, create some fancy script in which you can customize bot populations across maps. There's really no need to change the map format for this.

I simply want that all multiplayers game have.
In fact, I think this simplifies playing with bots in Soldat.
Each map have its size.  Too much bots is not good.

Now you're overexaggerating, all multiplayer games does not have map-specific bot numbers.
And this is, as I wrote, already possible. Just go put up your own server and make a custom script that does it for you. And finally, it is really up to the server hoster to decide how many bots he/she wants.

The map format WILL NOT be changed, so this would be impossible even if everyone was in favor of it.

Just do what Toumaz is saying; I really don't see what's so hard about that. Even outside a custom script, it's not very hard to just manually introduce or kick out more bots through taunts with each map switch.
