Unfortunately, maturity goes hand in hand with age and age goes hand in hand with more duties away from the computer.  People who are admin material simply don't have time to babysit the forums.  Even if they did, they don't need to.  A few links to hacks and some pictures of porn -- while potentially offensive, unacceptable, or disgusting -- aren't things that will leave permanent scars on young minds.  While it would be best if they could be taken down within several minutes (which they usually are), having them around for a while isn't such a terrible thing.

but leaving links to hacks around increases the chance of a potential hacker finding them, and if they were removed earlier there might have been less people downloading the hacks :/

Most people on the forums are smart enough to know not to download hacks.  The rest could just as easily search google for them.
