After taking a look at the pictures, the one with the bucket makes it almost obvious that it is an algae blob.
Algae are living beings, so the blob is theoretically a living being (though id say a colony of living beings).

OH MAW GAWD ALGAE!

Now, lets take a look at the gooey substance:

Its not the same type of algae, and the ones in the "blob" are allready pretty old and possibly the ones on the outside are dead, so that is the reason of the smell.

The good sides if you live in a town on the Adriatic sea and you on a fishing boat.
But yes, i know that those are goddam algae that grow on the rope that holds the boat (i can try to get some pictures if someone wants).

Pretty nasty to get wash that stuff out, as the longer it is on your hands and on the sun the more gooey and sticky it becomes.

I just love the newspapers that just want to get some publicity with stuff that is weird on the first look.
