Well, I think the main problem why hackers can often not be kicked is a hack called "Anti-Kick", wich just doesnt allow the using retard to be kicked.
First of all, if they really are winniner too fast for anyone to vote them then, thanks to EnEsCe's anti-hack measures, the hacker should be kicked for scoring flags too fast. Second, I don't think it's necessary to fix something that isn't broken. The only thing that you are suggesting could be broken is the players voting him out, not the voting system.

If someone does not vote his/her vote will be as long "No" as he/she presses F12.
Hackers don't anti-kick- they just have a hack (or they do it themselves) that votes other people so that their vote doesn't show up half the time.
