Give rating ability to Modded Interfaces

Name says it all. Be able to give 0-5 stars for interface graphics as we can maps and mods.

anyways I think that some disscusioning threads should also have ratings. That would show what the people think about the idea(or the author for that matter [retard]). Of course I meant for categories like weapon balance disscusions and such, not the lounge...

Argh! swamped with requests!

Already slapped ratings on the scripting release place Enesce ...Toumaz said "why not put ratings on the scripti-" and i said "ALRIGHT" while we we're on fracy's ventrilo.

As for fan art, i'll think about it.
