There are certain threads which are locked by the moderators and have this icon next to the subject (or author name, depending on where you're looking):

. We usually do this when a thread gets out of hands or is useless, etc., and after that point no other member may reply.
Perhaps you tried to reply to one or more of these threads. I'd test it out again.
