Did you set the shortcut to the folder your mods are in, or add -mod "name of folder in mods folder your mod is"?
ex.:
Soldat folder is C:\Soldat\
You have a mod called "PR0 M0D".
Did you set the shortcut to C:\Soldat\Soldat.exe -mod "PR0 M0D" or C:\Soldat\Mods\PR0 M0D\?

He obviously made a shortcut to the folder.

make sure the target string points to your soldat.exe with -mod "mod folder" on the end.

For instance, if you were trying to play my mod  :P your target would read as:

"C:\Program Files\Soldat\Soldat.exe" -mod "Soldat Enhanced"

Or to be less specific:

"<Soldat directory>\Soldat.exe" -mod "<name of the mod folder in mods\>"
