I like the idea of such contest, but why everyone should submit 32*32 icons? To make large icon and then several of smaller resized copies of it sounds much more logical. So i think 48*48 icons should be submited.

They come out looking horrible and it is much better if the original author resizes it by hand or their own preferred method

Usually if it looks nice at 32x32 it'll look just as good in 48x48

Usually if it looks nice at 32x32 it'll look just as good in 48x48though I think that most authors would prefer to tweak their 48x48 version by hand as well, so that it doesn't look blown up and smudgy/uneven
