Can't make the weapons show up

Hey y'all i can't get the weapons in my game to show or anything just showing the hands and no menu i need help bad and i am using the iniedit thing that the help file said to download! ??? ??? please help!

1. Did you just install the game? If so, did you restart your computer?
2. Are your folders all in the right place/even there? If not, download all the soldat files from Here
