Can someone make this avatar a "legal" size?

i need this resized to fit the rules. I cant do it myself because i only have mspaint. and mspaint sh*ts up the quality of the picture when i shrink it. Also could you make the background transparent so it matches the posts? Thanks ;)

I reccomend getting the free graphics editor, Gimp. It is what I used to resize your pic.
