Not quite.  Nor is it the day Jimi Hendrix died or the number of different chemicals in marijuana.  It's just a saying that some kids came up with one day and has stuck with us ever since.

My high school, where teachers would join the pot smokers in the parking lot on Fridays for a quick bong hit, celebrated this like a national holiday.  Nobody came to school -- even non-smokers -- because it was a waste of time.
