This is exactly why Oblivion is so horrible, everything is based on your level. For the first 30 levels the game actually gets harder which is just plain stupid. For example beating the arena is much easier during the first 3 (Yes I mean 3 and not 30) levels.

After i finished the MQ and the arcaneuniversity i was lvl 7 and after that i trained my majors so i could get higher lvl because all the fun stuff drops after lvl 10+.
