Web money? Use paypal... Since you are not 18 you must set up a savings account at your local bank (you might need a parent/guardian with you)
Then go to
www.paypal.com and register or whatever, they will give you instructions on how to activate your paypal account with a savings account
This is whats going to happen:
1. They will deposit 2 small amounts into your savings account (ex $0.2 and $0.9)
2. You then get your bank statement by asking the teller to print it out for you.
3. Then you go to the page which asks you to put in these 2 numbers.
4. Type them in a presto! you have a paypal account!
5. Then simply add funds and it will take 3-4 business days to add the money into the account.

Paypal is the best method and with paypal you can buy anything you want online, not just soldat
